Transition to the New e-Beyan System for VAT Returns: Istanbul Effective 1 November 2026

TURKISH REVENUE ADMINISTRATION ANNOUNCEMENT | 14 OCTOBER 2026

Transition to the New e-Beyan System for VAT Returns: Istanbul Effective 1 November 2026

The Turkish Revenue Administration (Gelir İdaresi Başkanlığı, GİB) has announced an important update concerning the submission of Value Added Tax (VAT) returns under the new e-Beyan electronic tax return filing system.

The new system has been introduced as part of an initiative to modernize the existing Electronic Tax Return Application using up-to-date, open-source software technologies.

Under this initiative, VAT returns designated KDV1, KDV2, KDV2B, KDV4 and KDV9015 are currently accepted through the new e-Beyan system in all provinces of Türkiye except Istanbul.

Implementation Schedule for Istanbul

Effective 1 November 2026, beginning with the October 2026 taxable period, the following VAT returns for taxpayers registered in Istanbul will also be accepted through the new e-Beyan system:

  • KDV1 VAT Return
  • KDV2 VAT Return
  • KDV2B VAT Return
  • KDV4 VAT Return
  • KDV9015 VAT Return

How Will VAT Returns for Previous Taxable Periods Be Filed?

Following the transition, original returns submitted for the first time in respect of previous taxable periods, as well as amended returns relating to those periods, will continue to be accepted through the existing e-Beyanname (BDP) system.

Important Reminder

For Istanbul, the transition to the new e-Beyan system applies starting with the October 2026 taxable period. Original returns filed for the first time and amended returns relating to earlier taxable periods must continue to be submitted through the existing e-Beyanname (BDP) system.

Integration with Accounting Software

Tax professionals may also submit VAT returns for their clients located in provinces covered by the pilot implementation directly through their accounting software via web service integration with the e-Beyan system, starting from the June 2026 taxable period.

This functionality is available provided that the accounting software used by the tax professional has been integrated with the new e-Beyan system.

The Turkish Revenue Administration has confirmed that all information and technical documentation required for integration have been shared with accounting software providers that have requested integration.

Accessing e-Beyan User Guides and Documentation

Detailed guidance on completing VAT returns through the new system is available within the e-Beyan application's help modules.

How to Access the Documentation

  1. Log in to the e-Beyan application.
  2. Click the user profile icon displayed in the upper-right corner of the homepage.
  3. Select Yardım (Help).
  4. Open e-Beyanname Dokümanlar (e-Return Documents).
  5. Click Hemen Başla (Get Started) to access the relevant guidance modules.

Considerations for Taxpayers and Tax Professionals

Tax professionals responsible for preparing and submitting VAT returns on behalf of taxpayers registered in Istanbul should review the new e-Beyan application's user guides and technical documentation before preparing returns for the October 2026 taxable period.

Those submitting returns through accounting software are also advised to confirm the integration status of their software with their providers to help minimize potential technical difficulties during the transition.
